CM criticized previous governments for their handling of budgets. He added that earlier budgets often remained confined to announcements on paper. They failed to deliver meaningful benefits to the people. Budgets during the tenure of earlier regimes were limited to rhetoric. They included poetic references rather than concrete policies. These policies were intended to improve the lives of citizens.

Bhagwant Mann highlighted the broader welfare initiatives of the AAP government and said the government is implementing several schemes to empower women, including free bus travel, free electricity, and cashless treatment under the Mukh Mantri Sehat Yojna. “Cashless treatment, free bus travel, free power, ₹1,000 per month and other initiatives will empower women and strengthen their role in society,” he said.
