To Promote Smart Monitoring of Power Consumption, Efficiency in Power Distribution and Clean Energy Transition
Under the Revamped Distribution Sector Scheme (RDSS), the government has **sanctioned 20.33 crore smart meters** based on proposals submitted by the states. In addition, many States have installed smart meters under the State schemes or externally aided projects. The government has installed 4.76 crore smart meters across the country under various schemes. State-wise details are provided in the Annexure.
Under RDSS, authorities are implementing smart metering through a Public-Private Partnership (PPP) using the TOTEX (total expenditure, combining capital and operational costs) model. The Advanced Metering Infrastructure Service Provider (AMISP) is responsible for supplying, maintaining and operating the metering infrastructure post installation. India’s push toward smart power infrastructure has gained significant momentum. 4,76,03,437 smart meters have been installed across states and Union Territories. This information is according to the latest official figures.
Uttar Pradesh leads with 65,06,420 smart meters
Among states, Uttar Pradesh leads with 65,06,420 meters, followed by Bihar (82,37,246) and Maharashtra (73,98,415). Several smaller states and UTs, including Sikkim (79,635) and Puducherry (227), have also made progress, while regions like Goa and Meghalaya show no reported installations.

The smart meter rollout is part of India’s broader effort to modernize its electricity distribution system, reduce power losses, improve billing efficiency, and empower consumers with real-time energy tracking.
Officials expect the installation drive to accelerate further, driven by government-led reforms. These reforms aim at strengthening the country’s power distribution network.
To promote indigenization in Smart Meters, this Ministry, after deliberations with stakeholders, has taken various steps:
- In July 2023, authorities included smart meters in Annexure I of the Public Procurement (Preference to Make in India) Order.
- Presently, the minimum local content in smart meters is to be 60%.
- In addition, the Head End System (HES) and Meter Data Management (MDM) System are vital components of the Advanced Metering Infrastructure. Therefore, 100% MLC in MDM and HES is mandated effective 01.01.2025.
